About...

Ms Dawn Yip Ms. Dawn Yip currently serves as the Coordinating Director at the Ministry of Culture, Community and Youth (MCCY). From 1994 to 2007, she was an officer of the Administrative Service, the pinnacle scheme of the Singapore Civil Service. Her policy work spanned across public housing and healthcare, eventually leading her to the Scenario Planning Office of the Prime Minister's Office. In this capacity, she conducted research and developed national and sectoral scenarios to equip public agencies with the tools to navigate future uncertainties. Additionally, she consulted on scenario planning and strategy, designing and facilitating numerous workshops for management teams across various ministries and government agencies.

Dawn later assumed the role of Adjunct Fellow at the Civil Service College, where she contributed to management development content creation. She authored and facilitated public policy case studies for multiple leadership programs and trained facilitators for these initiatives.

In her most recent government roles, Dawn served at the Ministry of Trade and Industry. Initially supporting Singapore's Free Trade Agreement strategy through trade facilitation efforts, she was later appointed as Lead Strategist of the Futures Group. In this position, she spearheaded a team responsible for conducting future-oriented trend analysis and generating innovative ideas.

A firm believer in giving back to the community, Dawn has held positions on the National Youth Council Academy Advisory Panel from 2011 to 2014 and served as a judge for the Singapore Tourism Board Experience Awards in 2013 and 2014. Since 1995, she has been a member of the Harvard Alumni Interview Committee in Singapore, and has been actively involved in her church parish's governing council since 2015.

Dawn holds a BA (magna cum laude) in Language and Literature from Harvard University. She was awarded both the Singapore President's Scholar and Overseas Merit Scholar distinctions.
